A social services case worker visited Renee Bowman's home in January. She was there to investigate a claim of child neglect. The report on listed one child, and the social worker closed the case after finding the child in good health.
But what gets me is that a quick check of their computer system before the visit would have shown that Bowman had three daughters. Did the social worker not take the time to check and see if there had been any previous child abuse reports. It wouldn't have saved the two oldest girls, but the youngest would have been saved from eight months of abuse.
Renee Bowman did not work, she was living off of the $2400 a month she received for caring for the three children. Adoptive parents are supposed to be financially stable in order to adopt, but Bowman had filed for bankruptcy. But once you get them nobody seems to care if you work to support them.
Bowman was also charged with threatening a 72 year old man who hit her car. She threatened to "get the drug boys around the corner, break into his house and assault him," according to a police officer's affidavit. She was given a 180 day suspended sentence. She was in the process of adopting one of the children and was worried that the conviction would stand in the way of the adoption.
This is clearly just another case of social service not wanting to place children and forgetting about them. If the agency had taken the time to check they would have realized that none of the girls had ever been enrolled in school. But they didn't take the time to check, and now two little girls are dead.
