Joseph Belanger of North Dakota is charged three counts, including possession and receipt of materials involving the sexual exploitation of minors. Belanger is a former psychologist who evaluated sex offenders at North Dakota's state mental hospital for more than 20 years. He served as an expert witness in hundreds of cases in those 20 years. Many of those cases are now being called into question. Iowa is busy reviewing more than 145 cases in which he was a witness. And two convicted sex offenders have been granted new trials. Luckily for North Dakota they had a law until 2007 that required evidence from two experts to confine a sex offender indefinitely. He even admitted that he had an addiction to child porn when he resigned from the hospital in November.
He will stay in a halfway house until he can be placed on electronic monitoring at home. He is to have no contact with children, computers, or the Internet.
